医养结合养老模式的问题及对策研究以湖南泰康护理院为例(附件)
自进入21世纪，我国人口老龄化形势越来越严峻，加之家庭养老、传统养老机构养老、传统医疗机构养老等养老模式的不足，使得养老成为我国亟待解决的问题。现阶段我国传统养老机构在医疗方面的欠缺，以及传统医疗机构难以满足养老的需求，养老和医疗服务不相衔接的现状，使“医养结合”的养老模式成为解决我国养老问题的主要途径。本文主要从民营养老机构出发，以湖南泰康护理院为例，实地研究民营“医养结合”养老机构在发展、运营过程中的问题及原因，并针对相关问题提出合理性对策。

Abstract: There appears an utilitarian tendency in aging of population since 21st century. Furthermore, because of the flaws in traditional pension mode like family pension, traditional pension institutions and traditional medical care, how to provide for the aged has become a serious problem to be solved in our country. The lack of health care in traditional pension institutions, the difficulties for traditional medical institutions to meet the needs of old people, and the status that the pension and health care do not link up with each other. All of these issues make “combination of medical and pension” become the main way to provide for the aged. This paper starts from the private pension institutions with a case study on Hunan Taikang Nursing Hospital for the aged. It carries out filed research to find out the difficulties and reasons in the process of private institutions which combined medical and pension, and puts forward the reasonable strategies for the related difficulties.

1.研究背景
《关于加快养老服务业的若干意见》和《关于促进健康服务业发展的若干意见》由国务院于2013年10月印发，文件中第一次提及“医养结合”的养老模式。意见中写到，鼓励、增强医疗机构和养老机构间的互助、协作；在养老服务中将健康理念放置更为重要的位置，提高养老机构中的医疗水平。从此医疗和养老合二为一的养老模式在国内得到迅速发展。由于“医养结合”在我国发展时间比较短，尤其对于公办民营“医养结合”的养老机构来说，运作机制和操作系统暂时还不够完善，目前“医养结合”的养老机构在运营中还存在很多问题。
