The Information Publicity of VillageLevel Financial Management Mode
——a case study of X Village, Z City in Henan Province

Abstract: Government Information Publicity of VillageLevel Financial Management is the most realistic and direct problem of rural society. In recent years, policies, such as financial standardized management and legislation on rescinding the agricultural tax, have been adopted, which have accelerated the development of rural economy and public utilities as well as improved the relationship between the party and the masses, nevertheless, following many social contradiction. This new situation needs the government to reinforce the supervision and innovation about Chinese VillageLevel Financial Management, especially Government Information Publicity. This article firstly introduces the new situation occurred after a series of policies` implementation, as well as discusses the key parts in enforcing the effective process of Government Information Publicity. One specific case based on the observation is analyzed. At last, ways to improve the effectiveness of Government Information Publicity in Chinese VillageLevel Financial Management is also presented.

（一）研究意义及应用前景
农业、农村、农民问题影响着党和国家事业的全面发展，而农村财务工作又历来是党的农业和农村工作的重要组成部分。我党坚持把解决好农业、农村、农民问题作为全党工作的重要工作。【1】在坚持农业的基础地位，坚持社会主义市场经济的改革方向，坚持走中国特色的农业现代化道路，坚持保障农民物质利益和民主权力的基础上，不断解放和发展农村社会生产力，推动农村社会全面发展的过程中，农村财务管理问题也变得日益重要起来。【2】
