tional education,the fairness of compulsory education has been a strong concern.Academics and society have gradually formed a balanced development of compulsory education consensus,and agreed on a balanced view of the balanced development of compulsory education resources to promote their balanced development.In order to promote the balanced development of compulsory education in Jiangsu Province, this paper also studies from the perspective of the allocation of compulsory education resources.First of all, it summarizes the literature review and related concepts and theories of the resource allocation of compulsory education.Then, according to the two related theories and the three specific analysis dimensions, the paper analyzes the status quo of resource allocation among compulsory education in Jiangsu province.At the same time combining with the status quo the paper analyzes the reasons for the four unbalanced configuration .Finally, it puts forward three measures to increase the financial expenditure of the economically weak counties (cities) and strengthen the provincial government responsibility and the teacher communication system.

一、绪论
（一）研究背景
我国义务教育资源配置问题已是一个老问题，从城乡义务教育差距、中东西教育差距、校际间的差距等问题都是学界研究乃至大众感知的热点难点问题。我国对义务教育资源配置做了很丰富的研究，各个学者从多个区域角度研究地区或省际间义务教育资源配置状况，为我国义务教育的资源的均衡配置提供依据参考和调整方向。但以往研究中也存在着一些不足，理论和实证研究并未有效结合起来，在一些实证研究中研究范围也多为省际、中东西、城乡。在国家教育中长期发展纲要中，明确了义务教育要逐步减少学校与学校，城市与农村、区域与区域之间的差距，提出实现区域内基本均衡的目标。[]江苏省积极响应国家教育中长期发展战略，并在全国范围内率先实现全省县（区）域内基本均衡。然而，江苏省与其他省份一样，除了面临着城乡二元结构的经济差异，同时江苏也存在苏南、苏中、苏北的区域之间的经济差距，义务教育资源也受到相应影响。由此，本论文研究江苏省义务教育更大范围内的县市间资源配置现状，分析出现不均衡配置现状的原因，最后通过对现状的分析提出相关建议，以期促进江苏省义务教育县市间均衡发展。
