（一）研究的背景
1．研究的背景
为了处理三农问题，要完成三农的两个百年奋斗指标。近年来，农村扶贫政策特别是农村贫困地区的扶贫政策日益突出，在农村经济发展中发挥着巨大作用的是农村金融机构。在18世纪,中国共产党的全国代表大会(CPC)提出了一个战略,促进城市和农村地区的集成开发,和农村建设的组织已经取得了巨大的成就。农村合作经济组织是农村生产运营的重要载体，是促成我国农民增收的重要载体，实现经济昌盛具备不可代替的作用。现在我国,依然处于农村合作经济组织的刚开始的发展阶段，为其发展，所以发展中具有很多问题:农村经济发展缓慢的现象仍普遍存在，在我国,农村经济的各种风险,农民钻研农业新技术等方面的才干较低,不能形成规模的经济,农村地域和农村合作经济组织的建设成为必要的抉择来扭转这种状况,问题的根源是缺乏意识形态的理解,政府干预的不当,含混的法律位置,产权认识的不明确,机制的混乱、缺乏政策支持。为了让农村合作经济组织在我国快速稳定的展开,基本想法在于改变主见,降低政府的干涉程度,完善相关法律法规,明确指出产权关系,完善管理机制和政策拥护。这样，处理我国贫困地区的经济问题最紧要的做法是开展的研讨和对策。就我国农村合作经济组织发展到了目前的这个状态，应当分析当前的事实依据，把成功的经验和实践的分析作为基础，最终解决其中所隐藏的问题，让其快速稳定的发展。
（二）研究的意义
1．理论意义
关于实践研究,实践研讨农业合作经济组织是基于农业合作的马克思主义理论,现代产权理论,公共物品理论,并连结我国现代农业开展的现状,争取农业专业合作组织的展开提供强有力的实践支持和表的目的。我国农村合作经济组织的有力保障的基础就是农村合作经济组织的理论研究。
2．实践意义
本文的实践意义一定是解决亟待解决的问题，而农村合作经济组织的发展中的问题一定和农村、农业、农民有关的经济问题，要想解决贫困地区人民的温饱问题，甚至小康问题，到最后的全面小康问题。首先要做到让农民跟随着党走，走出一条有中国特色的社会主义道路。其次，要想真正解决农民问题，一定要抓住最根本的，大力发展生产力，改善农民生活。而这一系列目的背后离不开农村经济体系的支持与大力发展。农村合作经济组织在这个方面为农民做足了长久的打算,要
