In the premise of referring to the existing research achievements, enrich and develop the existing theory and policy, and put forward their own views, our country in the process of social security research and development and the healthy and orderly development of ideas for urban contribution.

一、引言
（一）研究背景
2003年,《中共中央关于完善社会主义市场经济体制若干问题的决定》中提出“五个统筹”思想概念，“统筹城乡发展”位在“五个统筹”首位。
2016年《中国社会保障发展报告2016》指出社会保障改革与制度建设中社会保障理念出现迷雾。城镇化建设中的社会保障制度建设是新时期社会保障改革与体系建设面临的五大挑战之一。
从“统筹城乡发展”的概念第一次提出，到现在城市中的社会保障制度建设的项目已经基本完成，城乡间社会保障的差距越来越大了，在西方发达国家的城乡建设已经实现社会保障体系完善发展的背景下，中国作为发展中的大国，已逐渐步入城镇化建设的重点时期，研究我国城镇化建设中社会保障统筹发展情况对于目前及未来的很长一段时间都具有非常重要的意义。
（二）研究意义
十二五规划中提出了“平衡城乡发展”和“积极稳妥的推进城镇化”的概念，伴随着近年来棚户区改造，城中村改造的关系民生的利民大项目的推进，研究城镇化进程中我国社会保障统筹发展制度的意义尤为重要。此项目的研究可以对近年来城镇化进程中带来的各种社会保障制度缺陷问题做出建设性的意见和建议。
（三）国内外研究现状
1.国外研究现状
国外研究学者曾作了户籍制度对城镇化的影响、城镇化对社会保障带来的影响、政府政策对城镇化中社会保障的影响等研究。
Todaro（1969）&Stark（1991）认为城镇化进程，即农民从乡村迁移到城镇的过程中，会遭遇一系列的困境，这就需要政府制定一套完善的制度来帮助农民度过将会遇到的困境。这个城镇化的过程就包括从农民到市民，从乡村到城市，从农业到制造业再到服务也得过程。
