. Producer services are becoming increasingly important status of national GDP, at the same time, the trend of agglomeration of producer services has become increasingly obvious. Regional cluster is in the process of the development of producer services a prominent phenomenon of economy and industry, regional space and city space structure of reconstruction significantly affected by the phenomenon. There is no denying the fact that service industry especially the development of producer services in Shandong province is still in the first stage of the development and present a low level, structure, dispersion and concentration degree is not high, in the face of these problems, in order to seek its development, we must base on the situation of Shandong province, in the experience and achievements of predecessors research and practice at the same time, in deep analyze the present situation of regional agglomeration of producer services and the influence factors, on the basis of actively seek out its development path, this undoubtedly to the development of service industry in Shandong province and Shandong province economic development is of great significance. In producer services cluster areas in Shandong province as an example, this paper analyzes the present situation and problems of producer services cluster zone in Shandong province, and puts forward to create suitable for Shandong province countermeasures and Suggestions for the development of producer services.

20世纪70年代以来，发达国家经济发展开始转型为服务经济，其在GDP中占比不断增长。因此，加快发展生产性服务业具有重要的现实意义，对优化产业结构、转变经济增长方式、扩大区域经济规模、促进地区经济发展都具有重大意义。
研究意义
不同区域，有不同的发展情况，研究如何促进山东省生产性服务业集聚区的发展，必须立足于山东省的客观现实，找寻影响其发展的重要因素，从而得出切实可行的促进措施。
