chnology, in order to adapt to the mobile multimedia operation, mobile computing and high-speed mobile data, 4G mobile communication began to rise, causing the revolutionary change of the telecom industry, Chinas three monopoly operators - China Mobile, China Unicom, Chinese China Telecom the whole industry began to enter the period of competition. In the face of increasingly fierce competition in the telecommunications market, Chinas three major carriers have according to their own core competitive advantage, starting from the tariff price, product package, service and other aspects, using price discrimination to develop in line with market demand when the tariff packages, so as to win the whole telecom market opportunities. But for consumers, the choice of which operators to launch tariff products, are human Daozu I fish, wasting a lot of the cost of the choice and sole cost at the same time, and will not get much real preferential interest. This is because of Chinas telecommunications industry in the oligopoly market, the lack of market game, not by way of competitive pricing of products, but with the method of price discrimination from consumers on profits and against opponents to seize the market. So, this paper starts from the analysis of this phenomenon, Chinas telecom operators one level and two level and three level price discrimination, discrimination of the price behavior of China telecom operators in the problems, and put forward the related suggestion to the existing price discrimination problem in telecom operators.

(一)研究背景与意义
1.背景
工业和信息化、财政部以及国家发改委在2008年5月共同颁布《关于深化电信体制改革的通告》,这则通告颁布,意味我国的电信运营业,正式开始迈入了第四次重组的关键时期。《通告》里表示,中国网通将合并进入中国联通,中国联通的CDMA网以及中国卫通的相关基础运营业务将共同合并进入中国电信,中国铁通将合并进入中国移动,本次重组成功后,合并完成的这三家电信运营商——中国电信、中国移动以及中国联通将获得3G资格执照。2010年,国家相关机构又颁布了三家电信运营商网点的融合方案,使得三网融合工作正式迈向了建设性的新高度。2015年,国务院颁布《关于国有企业发展混合所有制经济的意见》,将从包括电信行业在内的多个领域进行关于混合所有制的试点改革示范。2017年,包括中国联通在内的6家央企作为第一批试点单位进行混改。在这十几年的改革进程中,整个电信通讯市场发生了时移俗易的变化,现如今,中国联通、中国移动以及中国电信三家电信运营商已经成为了电信业的三大巨头,掌握着整个电信市场后期进一步的发展与改革方向。随着通讯技术的不断发展以及
