从社会功能的角度探讨规范新媒体时代网络水军的对策研究【字数：8902】
【内容】随着经济的快速发展，中国的科学技术日新月异，互联网已经成为我们生活中不可缺少的一部分，这使得人们对媒介环境逐渐多元化，从而导致新媒体的出现。新媒体的出现不仅会带动新产业的发展，而且会改变传统媒体的运行模式。但是新媒体同时带来了不少问题，其中“网络水军”问题尤为明显。“网络水军”通过发帖回帖等方式获取利益。“网络水军”问题是互联网营销发展的结果。在“网络水军”现象的调查研究中发现，网络水军在新媒体时代虽有可取之处，但更多的是其传递的“负能量”。为了维护社会秩序，包括中国在内的许多国家制定了相关的法律法规和政策对网络水军进行一定力度的管理、约束和惩治，网络水军必须为他们的违法乱纪行为承担相应的法律责任。因此，将从社会功能的角度探讨规范新媒体时代“网络水军”的对策。

Abstract

新媒体的概念是根据传统媒体提出的，不同于传统媒体如报纸、电视，新媒体主要采用数字技术、网络技术等技术手段通过互联网等管道向手机、计算机的接收终端传递消息，具有快速性、时效性等特点。
准确的说，新媒体可以被称为“数字化媒体”，新媒体的出现以及快速发展使得大众信源成为了重要的传播管道。
新媒体的快速发展以及人民的话语权利的提高，目前的“网络舆论”呈现出一种极度自由、有序的发展趋势。目前，新媒体看似发展平稳迅速，却也有着许多问题亟待解决，其中“网络水军”问题就是重点之一。这一问题给新媒体乃至社会的发展都带来了很大的影响。
从社会功能角度看待“网络水军”，不能全盘否定，必须要承认的是，“网络水军”在揭发各类丑闻、推动某些事件方面发挥着积极作用，但是总体来看，其所造成的负面影响远大于其所发挥的积极作用。因此，应该采取措施控制“网络水军”，使网民的媒介素养得到提高，最重要的是加大立法力度，使“网络水军”有“军规”可依，从源头上遏止“网络水军”现象。
