ABSTRACT
As a major province of Chinas economic development, Shandong occupies an important position in iron and steel production. Shandong iron and steel has always been renowned for its super high output, super variety and complete industrial system. At the same time, *好棒文|www.hbsrm.com +Q: ^351916072#
there are many problems restricting the development of steel industry in Shandong Province, such as overcapacity, serious environmental pollution, serious products of the same kind, and low final added value of products. It is this series of problems that restrict Shandong. The iron and steel industry of the province is highly efficient and largescale production and development. How to solve the problems in the iron and steel industry and take reasonable measures is the key to the development of Shandong iron and steel industry.
This article starts from the analysis of the development status of iron and steel industry in Shandong Province, the situation of iron and steel production and the export situation. In this paper, the SCP paradigm under the theory of industrial organization is used to analyze the development status of Shandong iron and steel industry in the three aspects of market structure, market behavior and market performance. Through the analysis of the iron and steel industry concentration, product differentiation and industry entry and exit barriers, different market behavior characteristics are put forward, and the profit rate of iron and steel industry is mainly studied in the market performance analysis. Finally, according to the above analysis, the countermeasures to solve the existing problems of Shandong iron and steel industry are put forward, so as to provide reference for the future development of Shandong iron and steel industry.

（一）研究背景与意义
1．研究背景
山东省地大物博，资源丰富，是钢材产业发展最快的省市之一，由于以往多采用传统生产方式，技术设备落后，生产的产品比较单一，钢材产量严重过剩。目前钢铁行业存在一些很突出的问题，比如企业资不抵债，产业之间的集中度比较低等。因此，钢铁企业进行横向或纵向兼并重组，加大技术投入，加大对中小企业的治理和大企业兼并的监管力度，推动产业结构根本性转变，才是山东省钢铁工业发展的重中之重。
本文通过对山东省钢铁产业的SCP范式的理论研究，重点分析了钢铁产业集中度，研究了钢铁产业的进入和退出壁垒，针对钢铁行业的发展问题制定一些切实可行的方案，使钢铁行业的发展与经济社会的发展相适应，并产生更大的效益。力求在提升钢铁产业发展质量的同时提高钢铁产业发展的效益，最后实现产业发展和社会经济发展同步。
2．研究意义
目前山东省钢铁产业虽然在政府的引领下，去产能，去库存，调结构，转方式，发展势头良好，但是仍然有可能陷入产能过剩、产业集中度低，资源之间的分配不甚合理，利润率低等问题。针对这些问题，本文对于如何引领钢铁产业发展、提高产业效益以及培育和发展新产品，使得山东省钢铁行业继续沿着稳中向好的状态发展，提出了政策建议。
（二）国内外研究现状
1．国内研究现状
郭丛丛（2017）针对国内外许多企业做了大量研究，通过案例分析的方法，研究并购重组与企业市场绩效的关系，认为企业之间实行兼并重组，有利于实现规模效益，最终实现共同发展。徐高峰（2015）也阐述了并购重组这个问题，与郭丛丛不同的是，徐高峰是以山东省为例，较为详细的分析了企业存在的问题以及如何实行兼并重组，最后产生何种效果。但是仅仅从兼并重组这一个方面来分析，缺乏全面的分析。朱晓静（2015）着眼于山东省当前钢铁市场产品的生产发展情况，进而延伸出发展中遇到的一些问题，最后提出一些解决问题的策略。分析比较细致具体，但没有具体延伸提出钢铁市场的市场集中度这一概念，只是研究了山东省钢铁行业市场分布情况，缺乏深入研究。郭俊（2016）以当今世界的发展为出发点，介绍了“一带一路”这个国际大背景下中国钢铁产业在发展过程中面临的一些机遇与挑战从宏观角度对中国钢铁产业的发展做了具体分析，而且紧跟当今世界经济的发展步伐。同样是在一带一路大背景下，翟立强（2016）分析当今世界经济经济形势大背景下，中国钢铁行业如何根据外部环境的变化适时改变以适应世界的发展需要，同样采用宏观视角。
