农村土地整理的经济效益评价研究
农村土地整理的经济效益评价研究[20200511191521]
摘要：近年来，我国农村土地整理工作蓬勃发展，不仅为增加有效耕地面积发挥了不可替代的作用，而且对调整土地利用布局，改善农村环境，推进城乡统筹发展等具有重要意义。但是以解决农业、农村、农民为主的土地整理开始较晚，技术手段、方法还不够成熟。特别是在经济落后地区甘肃省白银市靖远县，对土地的整理要求目前主要还是以增加耕地面积、改善生产环境和交通运输条件为主。为了进一步完善土地整理工作，就要科学评价土地整理的效果。其中经济效益评价是最直观、最易被接受的评价指标。
本文首先简单介绍了我国土地整理工作从开始到发展的背景。其次，解释了本文涉及的与土地整理有关的概念。第三部分简要介绍了白银市靖远县土地整理项目区的自然、社会、经济状况及预期可能达到的目标。第四部分根据土地整理经济效益评价原则，选择恰当的评价指标，对白银市靖远县土地整理的经济效益分别进行静态和动态评价。最后，根据评价结果得出结论并提出建议。

Abstract： In recent year, the rural land consolidation has a flourishing development. It not only contributed to the increasing of the effective cropland, but also was of great significance to the adjustment of land use planning, improvement of rural environment and advancement of the integrated development of rural and urban area.However，we have a late start on carrying out the work consolidate rural land using modern technology as a means, with a clear purpose to solve the three dimensional rural issues,so we are still in the exploratory stage, the technical conditions and working methods are not yet ripe. Especially in Baiyin, Gansu Province,the requirements for the land consolidation are mostly increasing the area of arable land, improving the environment of farming and the conditions of rural transportation . In order to guide the decision-making better for land consolidation and summarizes the work experiences,perfect the system of land consolidation,we must evaluate the effect of land consolidation scientifically. Evaluation of economic benefit is a evaluation indicator which is the most intuitive and most acceptable to the public.

he background of the beginning and development of land consolidation in China are introduced at the beginning of this paper. Second,the author of this article explain the basic theories of the land consolidation in detail. The third part is a brief introduction of the Jingyuan County, Baiyin City Land Consolidation project,include areas natural environment, social-economic status , analyzes the expected target of the project , as below economic evaluation provides a factual basis. The fourth part is based on the principle of economic benefits evaluation of the land consolidation, choosing reasonable evaluation indexes to do static evaluation for the project, combine qualitative with quantitative to the evaluate the project; At the end of the article, by the results of studying summarizing the full text and put forward some suggestions for Jingyuan County s future land consolidation.
