农村土地整理过程中农户权益保障措施与农村劳动力流动的地域差异[20200501124645]
摘要：土地整理实践活动在我国已经开展多年，它通过对农村地区田、水、路、林、村的综合整治，提高了耕地质量，增加了耕地面积，改善了农业生产条件，为现代农业规模经营创造了条件。也对促进农村劳动力流动发挥了重要作用。但是，现行土地整理实践中还存在着诸多侵犯农民权益的现象。也由于对土地潜在价值预期的不断升高及土地资产功能的强化，使得流动者对土地的依恋情节高涨，又成为阻碍农村人口城市化进程的一个重要因素。那么不同地域表现出的措施以及现象也不同。此次通过对江苏和西藏的调查，分析了两个不同地域在农村土地整理过程中农户权益保障措施与农村劳动力流动的不同表现，以及取得的成就，总结经验，继续沿着正确的路线和方针政策前进。也使得有效耕地数量增加，生产能力得以提高。

Abstract：The practice?of land consolidation?in China has been?carried out for many years,it?through the comprehensive treatment of the?rural?area?field,?water,?road,?forest,village,?improves the?quality of the cultivated land,?increasing?the area of arable land,?improving?agricultural production conditions,?to create the conditions for themodern?agricultural management of scale.?Also play an important role?in promoting?the flow of rural labor force.?However,?the current land consolidation?in practice there are?many?violations of the rights of farmers?phenomenon.?Alsoexpected due to?the underlying value of the land?increases?and?land assets tostrengthen the function of?the?flow,?the attachment to the land?plot?is rising,?andbecome an important?factor of hindering rural?population?urbanization?of the?city.Then?different regions?showed?different?measures and?phenomena.?The?survey of Jiangsu?and Tibet,?analyzes two?different regions?in different?performance in the process?of farmers?and rural labor?interests?safeguard measures?the flow?of rural land arrangement,?as well as the achievements,?sum up experience,continue to move forward?along the correct?route and?policy.?The?effectivecultivated land quantity?increase,?production capacity?can be improved.
