关于新形势下乡镇干部素质与能力提升的思考
摘 要党的十八大提出了2020年基本建成法治政府的目标任务。乡镇干部是党在农村农村基层的桥梁和纽带，是党的三农政策的直接贯彻实施者，乡镇干部的素质与能力，直接影响到党的政策实施效果，关系到农村发展稳定大局。2016年中央农村工作会议提出要深入推进农业供给侧结构性改革，调整农业结构，发展绿色农业尤其需要乡镇干部发挥第一线的作用。我国乡镇干部总体是好的，具有一定的素质与能力，能够充分发挥基层主力军作用，但我国乡镇干部也存在工作态度不端正，工作热情不积极，专业技术能力不达标，法律意识、公仆意识淡薄等问题，主要表现在思想观念、工作方法、依法行政能力、工作作风、能力素质与工作要求不适应，通过什么方式提高乡镇干部素质与能力来使其适应新农村建设，引发人们思考。论文将尝试从乡镇干部制度的优化，乡镇干部选拔，专业技术能力培训，政治素质、品德修养提高方式，依法行政与勤政为民意识的强化等角度来为行政干部素质与能力提高建言献策。 目 录

ABSTRACT
The eighteen party put forward the goal of building a government ruled by law in 2020. Township cadres of the party in the rural grassroots bridge and link, is the partys rural policy implementation directly, the quality and the ability of township cadres, directly affect the partys policy implementation effect, related to the overall stability of rural development. In 2016, the central rural work conference proposed that we should further promote the structural reform of the agricultural supply side, adjust the agricultural structure, and develop green agriculture, in particular, the township cadres need to play the role of the first line.
Township cadres in our country generally is good, with quality and ability, can give full play to the role of the main force at the grassroots level, but the township cadres in China are not correct attitude, enthusiasm is not positive, professional and technical capacity standards, legal consciousness, public servant consciousness, which is manifested in the ideas, adapt to working method, administrative capacity, work style, ability and quality of work requirements, improve the quality and ability of cadre of villages and towns to adapt to the new rural construction through what way, causing people to think about. This paper will try to optimize the system from the township cadres, township cadres, professional skills training, improve the political quality, morality, administration and work diligently for the people consciousness in terms of quality and ability to improve the administrative cadres suggestions.
