t, Chinas economic growth is in the qualitative phase of stabilize?growth, avoid?bubble, advance?reform, the strategic adjustment of the economic structure is imperative, as one of the Shandong coastal economic province, is restructuring the column. The core of structural adjustment is the transformation and upgrading of industrial structure, the governments role in the upgrading of the industrial structure is the main effect of the total effect, structural effect of the two wheel drive. Fiscal policy as the main means of government regulation and control of the economy, the way and intensity of its role will directly affect the optimization and upgrading of industrial structure. Compared to neighboring Japan formulation of fiscal policy, examine the actual effect of Chinas fiscal policy on the adjustment of industrial structure from the perspectives of both the amount and structure effect were found: in the total effect, fiscal expenditure policy is a double-edged sword of transformation and upgrading of the industrial structure; in the aspect of structure effect, government investment expenditure and administrative expenditure must extent guided the direction of industrial restructuring, education expenditure and expenditure in science and technology have positive effect on the adjustment of industrial structure. This paper first explains the theory of fiscal policy in promoting mechanism in the process of industrial restructuring, analysis of the present structure of the third industry in Shandong province at present, and then through the comparison with Japans neighbors, draw on the financial support policy in Shandong province for the current structure transition process is proposed.
