中国是全球的农业大国之一，同时也是全球网络技术发展最快的国家之一。最近十年来，互联网快速涌入农村，使得农村的互联网普及率急速增加，这给农村电子商务的发展提供了可能性。正是由于农村电子商务的快速发展，我国最近几年出现了越来越多的“淘宝村”。同时，在2013年11月份，习近平同志在湖南考察时提出了“实事求是、因地制宜、分类指导、精准扶贫”的重要指示，精准扶贫战略在我国农村地区逐步实施。本文将以农村在国家精准扶贫战略的背景下，通过电商的手段，实现脱贫致富进行深入分析，结合山东省博兴县“淘宝村”的案例，在此基础上研究精准扶贫和电商扶贫出现的一些问题，并

Abstract
China is one of the worlds agricultural country, is also one of the fastest growing global network technology. In recent ten years, the Internet rapid influx of rural, rural Internet penetration increasing rapidly, which provides the possibility for development of rural electricity. It is because of the rapid development of rural e-commerce, our country in recent years there are more and more "taobao village". At the same time, in November 2013, comrade Xi jinping in hunan as put forward the "seeking truth from facts, adjust measures to local conditions, classification guidance, precise poverty alleviation" important instructions, accurate implementation strategy for poverty alleviation in rural areas in China. This article will take the rural precision in countries under the background of poverty reduction strategy, by means of electricity, analyzing the implement rich, combined with the case of Shandong province Boxing "taobao village", how about Boxing by accurate electricity poverty alleviation poverty reduction strategy, from a poverty-stricken counties into one with a lot of taobao in the village of the county. Based on this research accurate and electricity problems for poverty alleviation, make us to have a more comprehensive understanding of rural poverty alleviation situation.
