在当下全球化和信息化的时代背景下，塑造美好、富有特色和充满文化内涵的城市形态仍然是主题。而城市设计与城市形态的塑造密切相关。一些城市通过一定不失当的方式对其自身进行空间营造和环境提升，解决了技术升级、产业转型、人口老化等相关因素所带来的衰退的问题，从而使得城市强劲复苏。因此，城市设计对城市形态的塑造具有重要意义。中心商务区标志着一个城市的现代化，是城市的功能核心。因此，其城市形态的塑造具有一定的难度。商务区主要为商业和商务这两个功能分区，本文对淮安市生态新城枚皋路局部地段中心商务区的城市设计进行说明，塑造良好的中心商务区形态。关键词 生态新城，中心商务区，城市形态，城市设计

Abstract
In the current era of globalization and information technology, it is still the theme to create a beautiful, distinctive and culturally rich urban form. Urban design is closely related to the shaping of urban form. Some cities through the proper way of its own space construction and environment promotion, solved the technological upgrading, industrial transformation, recession brought by the factors such as population aging problem, so as to make the city a strong recovery. Therefore, urban design plays an important role in shaping urban form.
The central business district symbolizes the modernization of a city and is the functional core of the city. Therefore, it is difficult to shape its urban form. Business district (CBD) mainly for commercial and business of these two functional partition, local area in this paper, on the ecological new town MeiGao road central business district of urban design, shaping a good center business district (CBD) form.

中国城市设计理论和实践在新千年的发展特点与发展动向，在经过系统分析和总结之后，可以发现中国的城市设计已经逐步发展成为具有自身特点的城市专业内涵和社会实践方式。而当下中国城市设计趋势之一的“基于生态优先理念的绿色城市设计”，其包含的“生态”、“绿色”理念是本次城市设计规划需要关注的重点。该趋势的城市设计中，气候条件和自然要素是需要关注的重要核心问题。本课题中心商务区的城市设计，通过对宜人空间环境营造和自然要素结和利用，能够更好的将“生态”、“活力”的理念融入本次城市设计，并塑造良好的空间形态。
