现如今，由于互联网的飞速发展以及我国经济体制从计划经济向市场经济转型等多种因素，我国政府的管理模式也不断的发生变化，传统的管理模式运用越来越少，相反，取而代之的服务性政府管理模式已渐渐成为社会发展的主流趋势，虽然在近几年中，我国的电子政务建设取得一定的成果，但由于长时间处于缺乏系统规划的状态，致使跨多个部门和行业之间的公共服务项目很少，实际有效的人性化服务更是寥寥无几，这种电子政务信息出现孤岛的现象普遍存在着，加之缺乏面向群众公开政务信息的服务意识和观念的部分政府，导致我国服务型政府的转型中遇到严峻的挑战。如今信息技术迅速发展，如果把信息技术运用到服务型政府的建设中去势必会促进政府行政体制改革。本文就目前的电子政务建设的状况，采用文献综述法与理论联系实际法相结合的方法，致力于解决信息孤岛问题，为公众实现一站式服务等问题进行了较为详尽的分析研究，希望本文对服务型电子政务建设有一定的参考价值。
Abstract
Now, because of the rapid development of the Internet, the planned economy to the market economy transformation of Chinas economic system and so on, our country government management model is changing gradually and the traditional management mode is becoming less and less, instead, the service government management mode which take place the former one, has gradually become the mainstream trend of social development, though in recent years, the construction of E-government in our country has gotten some achievements, however, because of a long time in the lack of systematic planning of the state, resulting in a lack of projects of public service between multilateral departments and professions, let alone the actual personalized service, the emergence of e-government information island phenomenon exists commonly, and add to the lack of the public disclosure of government information service consciousness and concept, leading the transformation of the service-oriented government in China into a serious challenge. Now the information technology is developing rapidly, if the use of information technology apply to the construction of the service-oriented government .it is bound to promote the reform of government administrative system. The article base on the current e-government construction, using a combination of literature review method and theory with practice method, committing to solve the problem of "information isolated island", realizing one-stop service for more detailed analysis and research for the public, I hope this article has a certain reference value for the construction of service-oriented e-government.

1.1课题研究的背景及研究现状
电子政务是在互联网与传统政府融合发展背景下，国家政府实施的一项新的政府改革工程。通过推动政府工作模式与互联网融合，有利于提升政府服务效率，加强民众对政府工作的监督，促进政府与地区民众的交流，构建服务型政府。近些年来，在党中央的积极推动下，各地区政府纷纷加快构建电子政府的进程，设立电子政务网站，开设电子政务行政大厅，设立政务网站民众投诉窗口，而地区民众对于电子政务的关注度也有了明显的提升[1]。本文从服务型政府视角出发，切合目前政府转型的大趋势。
1.1.1国外学者关于面向服务型政府的地方电子政务建设的相关研究
美国是目前电子政务应用最广的国家之一，电子政务的运行已经对其经济发展产生了有效的推动作用。其前副总统戈尔组织了一个信息技术服务小组，该小组在《国家绩效评估报告》中认为“电子政务为了更大范围和高效的能够与民众构建有效的回应机制，这样美国政府及其所服务的群众之间的关系就可以得到改变。”一九九四年末，美国政府信息技术服务小组发布了关于运用当今科技服务当代政府这一有关条例，认为为了让民众对当局工作得到良好的改观，要政府工作人员利用信息技术与民众互动，创立以民众为基础得当代电子服务政府。2000年，美国宣布建立电子政府网站“FirstGov”，该网站是当时世界范围内较大的电子政府网站，意在为民众提供一站式服务的政府服务体系。2002年，AT-K和Ho诠释了电子政务与政府流程再造之间的主动性[2]。2005年，Gil-Garicia等众人解析了电子政务成功的关键因素，并阐述了面向公共服务的电子政府理论基础与实践之间的对应关系[3]。二零零七年，Ignacio J Martinez-Moyano和JRamonGil-Garcia从电子政府的演化角度研究了系统规则对公共管理部门的动态影响。
日本学者白井均认为，电子政务的建设不能仅仅停留在政府部门运用信息通信技术这一层面上，电子政府同行政改革是一体化的概念[4]。下图是关于电子政务的演化过程。

国外发达国家关于电子政务的研究多是围绕本国电子政务建设而进行的，主要是侧重点不同。其中，第一时期的侧重点是如何建设政府内部管理信息系统，前半段时期关注公共部门利用信息技术进行行政管理的影响研究，后半段时期关注公共管理部门关于信息技术的具体应用研究。第二时期的侧重点是面向公共服务的电子政府研究。
